I have 16 published blog posts on my site but only 4 appear on the first page and 4 on the second. I have checked blog post settings under Theme Options/Blog and under settings/reading and Blog pages show at most = 10

Maybe some of your posts are private or draft ?
Also check this option wp-admin -> settings -> reading -> Blog pages show at most -> put your desired number

Please provide the page where the posts should be there and are missing.
Do you have tried to de-activate all plugins to check if one of those causes that? If none of the plugins causes this please provide admin credentials and page URL where the post should be seen in a private reply.

We’ll try disabling plugins (we’ve already disabled a few)

I haven’t received the credentials paste it here in a privte reply., you have a js error in console
This can be a cause for your problem, try to de-activate o-widgets-bundle plugin especially google map widget from that plugin for testing proposes to can see if that causes your problem.
