i created a custom page (php page). I need to restrict access to my custom page from non logged-in users. if they access it via url they will redirect to login page if they are not logged in, but if they are already login it will proceed to the custom page.

What you need requires significant amount of time to create a functionality like that and our purpose here is to help you with any theme problem that you may encounter or with small customizations.
