On WooCommerce product-category pages I would like to be able to add content (HTML, shortcodes, etc.) ABOVE the site generated content (please see attached image).
Is that possible?

Please use this function : https://archived.seventhqueen.com/general/article/add-shortcodes-content-woocommerce-shop-page
And instead the is_shop check use is_product_category()

Just add description from wp-admin -> product -> categories -> description
