In this demo page (link below) for Kleo, there are the rotating dots and lines that are affected by the users mouse. I noticed this on some other demos too with various background images. How is this effect done? Including changing the background image?

And I’d like to know if this is a Kleo only feature? Or if it’s something that can be purchased at Code Canyon as a plugin or add-on.
