is there an option for JUST the FaceBook registration and not the WP registration?
This may help cut down the spam registrations, but need to be able to turn off the non-FB somehow…

Nope, the Facebook register it’s based by WP, if the wp does not allow users to register you cannot login with FB.
You can use a plugin like https://wordpress.org/plugins/wangguard/ and https://wordpress.org/plugins/wp-recaptcha-bp/ to prevent spam registrations
