Hello- I have a CHMOD of 777 on wp-content/uploads etc,but I am still getting this error :
The uploaded file could not be moved to wp-content/uploads/2018/09.

Firstly, please remove the 777 file permissions as soon as possible. You should never have 777 set for any directory.
When you receive this error are you in WP Admin > Media or somewhere else? Does switching to the default theme cause the issue to stop?
I can see your other ticket related to Smush, does this issue stop when you disable this plugin?
