Create notes for members

Maybe someone has created something like this:
I’d like to be able to leave short notes to members on their account page (general notes, not user specific). I’d like them to be dated and for the member to be able to hide or delete notes they don’t want to keep. I even thought about the “Careers” menu item on your site that has the numerical highlight as a possible way to indicate new notes.

Anyone do something similar to this? (Without BuddyPress)
