Activate new user registrations after checking their pictures and profile info

One problem is that new registered users do not upload their profile picture.

I would like a function where there profile is pending until they have uploaded their profile picture,
then it the profile would be activate and email is sent to their email account tell them that their profile is now
activated.

Is there any plugin that you would recommed?

We gave a solution here to hide members without avatar. Any other customizations you have to develop yourself.
