Add Header / Footer to non-WP site?

I am unhappy with the BBpress forums and I’d like to add SMF forum to my site and wrap it in the KLEO header / footer. Is there a simple way to do this?

Since there’s no WP plugin to integrate SMF, its going to be tough. The headers and footers are basically customized parts of WordPress.
