Admin toolbar not showing at the top of website

Despite the feature being turned on, as it always has, (see attached screenshot) and being logged in, the black admin/wordpress dashboard control bar is not showing across the top of the screen on the site for me (the admin).

If you de-activate the child theme that option works ?

It seems to happen sporadically. Like now, it’s back. I even set this ticket to resolved shortly after adding it because saw that the black bar was back up top there. But then it disappeared again, despite being logged in, so I re-opened the ticket. Next time I see it happen I will try deactivating the Child theme and see what happens.

That can be caused by other things than kleo, plugins or custom functions.
