Can Non Admin role post embed video in Kleo Forum？

I would like more participants to post video in forum. However, the default only allows admin to post embed video. How can i allow ordinary members to post embed video?

May I know where can I get Function.php file? I couldn’t find it. And is it necessary to paste the code below into the file?
