cant change header/footer color

hello. I cant change the background color of the header and the footer section? when i change the color from theme options – styling options – header/footer, nothing happens. the background of the header is always white, of the footer always black.

the SuperCacher Plugin was installed. i deleted the plugin, but its still not working. i send a screenshot with the current plugins.

super cacher from site ground? If so, you also need to log into site ground and clear your cache there.
