Comment view/write at once??

Hi,

I have question to achieve following requirement.

1. Hide(collapse) all comments as default.

2. When pressing “comment (8)” button :

-> displaying all comment at once (if comment exist)

-> displaying comment input box
(don’t need to press separately to see comments and write)

Please advise how to achieve to do this…
