Customizing Footer into Top Level Footer and Bottom Level Footer

I would like to check with you if it is possible to customize the footer section into top level footer and bottom level footer, just as shown in the attachment.

 

If it is possible, please kindly share with me the correct codings and method to go about so that it will appear as shown in attachment.
