flickering logo

1. flickering logo

Everytime I go to a different page, my logo flickers and resizes.

2.On first load my page title below my main menu is in proper resize, but after I scroll down and up the page, the title is no longer in the right size.

Please help me fix this, Thank you

Hi,
I made a duplicate of my site, and deactivated all the plugins, and the flickering is still happening, and the logo is also not centered.
