Formatting not working in forum posts.

For forum posts the “bold” in the visual editor doesn’t result in something being “bolded”.  It appears as though it is in the editor, but when published it is not bolded.  Oddly, italics works?

Can you to that in a certain dummy page ? and then provide admin credentials ? To can take a look at your described issue.

Sure.
Here are the admin credentials
username: dummy
pword: !dummycredentialsforOGU!

I guess if you look closely, you can see that the “strong” is making it slightly different, but not really bolded

Just see the attached screenshots, i see that the bold,strong tags works and it displays ok.
