Hovering menu bar

Hello,
Can you please tell me how i can remove the hovering over menu strip from the welcome page only, we want to have this hovering over scrolling menu in all other pages except of welcome page.

also do tell me if there is a way if i can create a separate landing page which is completely blank and just have the registration form? no hover menu or other menu?

moreover i have one other issue facing in the theme inside the menu there is small lines showing on the welcome page only there is no issue with the slider and image i had checked it kindly see it and tell me how can i fix it thank you.
