How put the up menu

Hello
I’m making my up menu. I register it but we don’t see it. Maybe is because i saw the black toolbar ?
Or i have to check something in my dashboard.

If you mean “Top Menu”, you need to either turn it on for the page in Theme General Settings or for the site in Theme Options > Header Options > Display Top Bar
