How to Close site for construction?

Hello, I am getting bombarded with bogus new member registrations from a number of fake members with emails ending in –such as @long.pixymix.com , @guild.kellergy.com, @books.ultramoonbear, @horn.islaby.com, @big.360ezzz.com, @hash.marvsz.com and a number of others.

1)… I would like to close my site for construction- how/where do I do that?

2) how do I stop these infiltrators?  If I flag them as spam, they just enter 10 more emails.

3) Do you recommend some software to keep the bad guys out?

4) Also someone sent me an email from info@discovertheoceans.com -how can they do that, when its my email?

5)  …also how do I extend my support for another year?
