I can not see top bar, let me know how to get top bar

There is no top bar when I logged in as regular users. I deactivated all plugin, but result is same. I can not see top bar on any pages.
Just I can see top bar when I logged in administrator.
Please let me know how to get top bar again.

Hello, do you mean the wordpress admin bar? The one that links you to the dashboard? If so, please check out at Theme Options > Misc
