I have enabled comments but don’t see it

As you can see from the attachment that I have enabled the ability to comment to this page http://www.discoveraleague.com/top200/  but when I load the page, there is no place to add comments.

Is there someplace else I need to enable comments?

Make sure you have discussion tab enabled from page see here this tutorial : https://drive.google.com/open?id=0Bxo5b6iHWRMwZmpBdGZ1T3BrbWs

This video tutorial it’s for disabling page comments you need to do opposite.
