Issue with create group not showing up

I’ve tried to get the user create group option to come up for my site.  I’ve gone through and checked the posts here and I found the create group step pages and the create page so I know they exist.

I’ve also checked to make sure the settings for user groups have been turned on.

I tried to create a link to the groups/create page from the groups page but I’m having issues getting it to show up on the page, trying to work with visual composer.

Hope to have some fix where it shows up as it should instead of the manually placed work around.
