JS errors causing theme issues

Hi, I am currently getting a js error: jquery.js?ver=1.12.3:2 Uncaught Error: Syntax error, unrecognized expression: a[href*=#]:not([href=#], a.ult_a[href*=#])

I have applied the fix I found here: https://archived.seventhqueen.com/kleo/article/wordpress-4-5-kleo-4-0-5-error and have also updated my theme using the auto update method and I’m still getting the js error.

 

I also updated all of my plugins including visual composer and also updated the wp core to 4.5.

 

After I made all of the updates is when I started seeing the error and this is causing some css styles to not load/work. Or I at least believe it’s related. If you look on my home pg you will see the error in the error console. If you need a wp user login or ftp creds please let me know.
