I have used the example shortcode for KLEO buttons in RevSlider and simply added my url under ‘href’. However, the links are not active and when you view the site it makes it look as if the ‘#’ is still there for ‘href’. I have cleared my cache so that’s not the issue. Any ideas?

They do work. So either you’ve done it wrong or you have a conflict.

I deactivated all the plugins and it’s still not working. The button code is correct. Any other ways to troubleshoot what’s causing the conflict?

Export the slider and attach to a reply. I’ll try it on my site.

You need to turn of slide linking. Go to each slide and set “Enable link:” to disabled. The buttons work, but since you have slide linking enabled, you’re not able to click on them because you’ll click on the slide first.
