I would like to offer a suggestion:
Already, I congratulate you for the work you do on your themes. It is clear that you really know what it takes to create a good online community, and your subjects are already almost complete. But it lacks an online chat system built into the theme. Many chat plugins exist, but many have gaps or are no longer supported.
Can you create a plugin or chat system specially built to Kleo?

Thank your for your suggestion but i don’t think will be in near future plan.
You can try 3rd party plugins like : Arrowchat, Cometchat etc..

Very fast and recently cut back on DB memory usage to seemingly nothing on their last update. However, when using Kleo theme it cant seem to identify that a user is on a mobile device and the mobile chat tab/link never appears. Always shows the full chat bar. I cant get that mobile chat tab/link to appear to save my life. Has anyone had any success with this? My users are very frustrated(but they are loving the Kelo template otherwise!)

You can use this php class to identify when a user browsing from mobile, tablet or desktop : http://mobiledetect.net/ or you can use https://wordpress.org/plugins/wp-mobile-detect/ .
I’ve don’t use the wp plugin, you can find little documentation here : https://wordpress.org/plugins/wp-mobile-detect/faq/
