Member carousel home page – Can memeber choose if want to appear ?

Is it possible for registered memeber to chooce not to appear in homepage member carousel?

How can add this option to memebers option panel?

The changes you require are not quick fixes or something that can be styled from the theme panel since it is too complex and will require modifications in the theme structure.
