How or where do I change the color for the navigation menu items and drop down menu items to change color on hover?

This did not work. I changed the hover link color and it didn’t do anything – it didn’t change the navigation menu hover color. Then I changed the link color and it changed everything to blue. I dont’ want that. I just want the link hover on navigation menu to change. Not the rest of the menu when not hovered. How do I do that?
