Missing Member Plug In and Menu

I am building my site now and trying to change the membership levels but I do not have the membership tab on my dashboard. I am wondering if their is another step to activate that plug in or did I mess up the install. I am very new to wordpress (building my first .org site) so any help must be very detailed/easy to understand.
