Notification for all users

Hello, is it possible to give as administrator a notification for all users. Like a birthday notification or something else important. Its an internal website can’t give access

Logged in as admin compose a new message where you will check “This is a notice to all users.”

I think you will need a plugin or something to can sent automatic notifications for actions like birthday
