Possible CSS issue Site Breaks then Fixes

The home page site breaks them fixes itself. We have taken this screenshot shown from another post in the form. We are unable to resolve this issue. We have checked the following:

1. The SweetDate Child Theme activated.
2. The URL in Settings – General is greyed out (inactive) However the URL is correct.
3. We have checked other URL within the theme and plugins
4. We disabled any plugin that would potentially cause this problem

We are not sure if this is a CSS problem. We are not having any issues with our hosting provider using other WordPress Themes. This is a snapshot of another persons site where they had the same issue with SweetDate theme. Lastly we have issues with the Top Members section on the homepage. Images for users avatars do not always show. The blank avatar shows. You have to close the brewer and sometime refresh several time or click on another link and go back to resolve the problem. This happens on Chrome and Safari with different computers.
