Hi,
Every time I try to change Theme Options, I get this message when I hit save :
You are not permitted to upload the file “options.php”.
Fresh WP install, no plugins installed other than then required ones.

UPDATE:
In fact, I get the same message after trying to update a post or a page…
You are not permitted to upload the file “post.php”
Weird…
