Logging in as a normal user should see the messages. How come you don’t see them? Attach a screenshot

No, no, no! I did not write about messages, but about notices.
I would like to send to all users some notices.
First and second image is from my admin profile.
Last image is from user profile.

I see what you mean now 😉 and indeed that functionality is for admin only to post announcements to site users
