Replicating Title Plates (Twitter, Facebook) Top Of Site

I was wondering if you could direct me on how to use this same effect but apply it to a couple of links in my navigation that are features we are planning on implementing down the road. We just want it on over to say coming soon and look like the Twitter/Facebook ones do. Thanks.
