Scrolling down makes slider skip/jump

When I scroll down my homepage, there is a spot where the Slider skips or jumps.  it seems to be cause by some kind of setting of the header but i’m not sure what.

Starting from the very top of the page, as I scroll down the page, there seems to be a spot where the screen jumps or skips. It is happening with Chrome and Firefox. (my site doesn’t seem to work at all with Safari) I have attached a quick screen video that I hope will help.

I’m sorry, but this is happening on every browser i tried, include mobile devices. It certainly can’t be my browsers. any help would be great.
