Is there a way i can hand pick which members show in the Top Members?? Also nothing shows in my popular members yet..What makes members popular?

Unfortunately there’s no such option. You might want to search for a plugin with this features.

What makes members popular in Buddypress is their total number of friends from what I understand (http://premium.wpmudev.org/forums/topic/who-are-popular-members-in-buddypress)

I am using BP Follow plugin instead of the Friends components.

Andrei, is there a way to show popular members through bp_follow_total_follow_counts (plugin function) instead of the core bp_member_total_friend_count function?

Well, I think this could be possible, with some additional hooks or filters.
You should better put this question to the author of the Bp Follow plugin, it sounds like a nice feature to have in that plugin.
