Sending messages and unable to scroll down

I made a test account and tried to send it a message and tried to send a message with it, sometimes if you try to scroll down to get to the “send” button, it won’t let you scroll down the scrollbar keeps dragging it back up like quick wobbling manner. It doesn’t want to show the footer for some reason.

Any idea why is this happening?
