Site breaks when surfing it to test Forums etc..

The site breaks and looks strange when surfing the Forums or randomly. please advise.

Check on Firefox of IE it is broken all the time. What gives?

Hello, before anything, the first step is always to find if its a ocnflict created by a plugin, because its the normal procedure. Let me know if it was a plugin, if not, we can continue to the next steps to fin the issue
