Is it possible to set up a terms of service agreement that i can edit. I want users to sign this before proceeding to having an account on my website.

On a previous help ticket I have noted that my users are not able to sign up correctly and that a flaw in the activation process exists. I have not hired anyone to work on the site nor have I adjusted anything related to user sign up. I would like that function to work correctly as it is supposed to on purchase and then I can follow up with the additions I want to make. Thank you for your help.
