Text and Tag Line Beside and Under Logo

I am aiming to:

a) in desktop layout put the business name (about 35 characters) beside the logo (centered vertically), have it business name go under the logo when the screen narrows and gets too close to the full menu … and again have it beside the logo in mobile view.

b) in desktop mode, when the menu is sticky NOT have it appear if the business name is under the logo when you scroll down the screen

c) have the tag line go under the logo, this should be move to the right if the business name has to go under the logo (see a) – so the business name and tag line should be inline

d) in desktop mode, when the menu is sticky NOT have the tag line appear as you scroll down the screen

e) in mobile, have the tag line appear below the logo and menu

f) then I’m going to have to style it a little to make it look pretty I guess -haha!
Hopefully what I am requesting is clear – if not please let me know.

I am not super technical BUT pretty good at following instructions and putting code / css where it needs to go …

So if you could help me achieve the above I would be very grateful 🙂
