Unable to Create Group

I am setting up the site and created a new membership level with access to everything. When I am logged in as a member with that level chosen I am unable to create groups. Here is the error I get:

Sorry, you are not allowed to create groups.

I ensured group creation is allowed in buddypress settings and that all group options in membership level are allowed.

I figured it out. It is a conflict with Membership plugin and Groups Hierarchy plugin. If I disable Groups Hierarchy it works fine. That stinks. I will get ahold of the Groups Hiearchy developers and see if there is a resolution.
