Using Mobile Responsive Menu as Main Menu

What’s the proper CSS to keep the mobile menu when viewport is over 990px? I prefer the iPad/iPhone mobile menu vs the desktop text menu, or a side bar menu.

If the site is mobile responsive and changes the nav bar less than 768px, why can’t it designate it to keep the mobile response nav bar when it’s over 768px?
