VC 4.11.2 – getting console error – can’t save or view properly

Recreate issue by doing the following:

1) Click on briefings on left menu

2) Edit the government/military listing

3) View backend editor

4) Try to edit/add/modify any block – the SAVE button doesn’t work AND you have to tab between panels in the popup to populate the rest of the modal window.  Definitely a bug with VC – but maybe you can point me in the right direction.

Here’s console error:
