We have opened a support ticket at Visual composer support site and come back with an answer

I have the same problem too. 2 hours ago , After i install Visual Composer , Activate it , and every plugins is Inactive (Only VC is Active) but on the Page not show VC Button. I already Activate – Secret API Key , Visual Composer License Key. Please help. Thank you
March 31, 2014 at 14:06 #13934AbeKeymasterHi sermsak, You should go to Settings – Visual composer and see if you enabled it for Pages. That notice about the license you should ignore since it is bundled in the Kleo theme and you don’t need any activation

Hi SeventhQueen,Quiet strange. Nothing seem to work, I tried deactivating the plugins and switching over the theme to default twenty fourteen. Can you please try updating the plugin to our latest version 4.0.4 if that helps.

Hi SeventhQueen,I am a bit stumped on this issue/problem faced by you. I am sure the file is present, but somehow it shows 404 error for it. Do you have any other website on the same server which is running visual composer, facing the same issue?
