Woo Commerce Tax Not Propagating class-wc-tax-php

Hello I have a them issue where Kleo is not propagating correctly with ‘Standard’ tax additions, and where I have tried everything, went through every tutorial form woo commerce, went through every radio button, and now am under the impression it is a simple glitch from Kleo to include the file to add tax “Standard” I have loaded every county, city, state, tax, and it will simply not load during checkout it only adds zero rate. When it should automatically add the data that I have included into the us-tax-rate data base, which can be seen, is there, and will work if I manually do it when a customer is entered but does not pay I can add the tax, this is a glitch that needs to be fixed so it is automated and we don’t get ourselves in trouble with the IRS. Please help fix this major issue. Thank you.
