Help me, Translate my Admin area in Germany

Hallo liebes Support Team,
ich habe ein großes Problem, und zwar möchte ich den Admin Bereich komplett auf Deutsch haben, irgendwie bekomme ich das aber leider nicht hin, Die Bereiche:

General Settings
Layout Setting

—————————— mit Inhalt im Admin Bereich möchte ich alles auf Deutsch haben.
Ich habe mir auch WPML gekauft, aber leider bekomme ich es nicht hin bitte um hilfe.

Mein englisch ist nicht sehr gut deshalb sende ich es einmal auf deutsch und auf Englisch mit Google Translater.
