Hello, as an admin you can create forums, a normal user can’t, but they will be able to create a topic inside any forum you create (if you allow this) they should see a create a new topic form inside the forum.
You can create a forum the same way you can create a category, this is easy to select at the create a forum section of Forums at admin dashboard.

And finally, your website url /forum is the forum landing page, you could set it as home page with a redirect plugin or with a function like this https://wordpress.stackexchange.com/questions/190183/change-homepage-url

Hello, well you would need to create a custom integration with buddypress profile fields, this is quite complex, have you checked that your form builder doesnt have an addon for buddypress? Otherwise you would need to hire a developer to do it, there is not a step by step tutorial for this
